Every swimming pool, spa, and hot tub, should have a child safety fence or barrier blocking minors' access to the pool, spa, or hut tub, when the pool, spa, or hot tub is not in use.  This is true regardless of when the pool, spa, or hot tub was installed or when the home was built.
